I wait about few weeks, when my Phone tell me about Update of Sailfish to 2.1.2.3 =) but it does not happened. then i update phone by myself

And after that, i have some strange situation... Now my Inoi tells me that there is an new update to version 2.1.1.26 (!)

It's not strange, you forced update to 2.1.2.3 which is probably not officially available for your phone. So when you check update from GUI it want to update(downgrade) Os to the newest official version. So, in short words. You have updated your phone to the version which is not officially dedicated for your phone.
If you want permanent solution you should downgrade system to 2.1.1.26.
Temporary solution: clear os-info from /home/nemo/.cache/store-client (it works till next update check)
