In my case: browser application -> close all tabs result: glow for pulley menu is shown but pulling down does nothing expected: no glow if user is not able to pull down

I see in browser the pulley menu indicator changes from the ambience highlight color to a darker grey when the last tab is closed, so as I understand it it's at least trying to indicate that the menu is usually there but unavailable at that moment.

Same happens with Transfers -screen if the transfer list is empty.
