Unable to connect with WiFi network with no DHCP

I'm using a wireless network that does not have DHCP, and requires a proxy, so every device needs a static IP and proxy configuration.
There seems to be no way of specifying an IP and/or proxy for an not yet known network when doing the initial connection to the network.
