Phone app pulley menu missing

Phone app shows call log but I cannot scroll the list or access pulley menu. App restart does not help. Any idea what causes this and what would help?
edit: home screen restart fixes the situation. I have been using USB tethering with laptop phone application.
edit: did not happen last time I used USB tethering and laptop phone app.
Similar problem with 3.0.3.10 Xperia XA2 I opened the phone app, saw the list of last calls and pulley menu didn't work. Entering phone numbers was possible from app cover only. No use of tethering. Restart of the home screens helped too.
