I want to email some pictures to myself. I attach the picture and want to send email quickly. The "Send" pulley menu option is disabled.
I have to type something in either "Subject" or body of the email to enable the "Send" menu.
Can "Send" be enabled as long as there is at least 1 recipient? Having contents in "Subject" and body of email should be optional.

This is intentionally designed like that, not a bug, personally I found it quite annoying when people send emails with empty subject, this is common internet 'etiquette', how much time you loose if you type a char there ? Would you prefer a annoying banner all the time asking if you want to send a email without subject ?
Emails with empty body can be sent.
Not fully true as fhis mail application allows to send with empty subject if only one character is typed in the text field.
And this does not make sense, either.

I'd like for this design choice to be revisited. I don't know of any other email client that straight up prohibits you from sending an email if it doesn't contain a subject or body. A dialog asking for confirmation would be less annoying, because it's something you can simply swipe to the left to accept, as has been a staple of Sailfish OS since its inception. Disabling that confirmation dialog entirely would be worth an option in the Email application settings.
I don't send empty emails with attachments often enough to remember I have to enter something in the subject or body, but I do send them often enough that it's really quite annoying.
I can completely understand blocking the send option if the email doesn't even contain an attachment, but people send empty emails with attachments all the time. There is really no good reason the Sailfish Email application doesn't allow its users to do so.
Depends who the recipient is @juiceme. As said before, if you are just forwarding some images to yourself, there's no need, in which case, a single tap on the spacebar in the 'subject' line and then the mail can be sent. No need for any options in this department in my limited opinion.

Even so, it isn't really any of my business how people want to use email.

As this is also already 6y old and I do not see it neither fixed nor upgraded soon(TM)
here is a small workaround:
just enable signature to be added and you can send mail without remembering to type a char. Just one char of signature (not blank) is enough.
Tap spacebar once in 'subject' line also allows the mail to be sent.

But you have to remember to have to type one char either in subject or body when the 'Send' pulley is grayed out (by SFOS design)...
sure, I get that 'send' is greyed out until something is typed, I just thought that a simple tap on spacebar was easy enough to do and recall instead of requesting another option for something many won't even care to use or have, as reflected by 7 votes in 6 years. Seems more like a candidate for a 3rd party patch rather than a developed option.
Sending a mail without subject and body is not a common thing to do in most cases, which is why I think a setting for this is somewhat, overkill. So what would be the default sending option in this case?;
1) send without subject/body input
2) send requires subject/body input.
So to change the setting back and forth, this would require coming out of email app, going in to Settings/Apps/Email ~ flip setting, come out of......it's a lot of moves!,.... when instead the user could just hit spacebar in subject line?,
Even if the option is there at the end of the subject line; press on the '+' button to switch the option?, click, click, click....all theses moves when the sender could just tap the spacebar. I guess it's a matter of personal opinion, the votes often reflect as much.

It seems you cannot send an empty SMS either, useful when you ask some automatic service (e.g your mobile remaining credit)
