Cannot set the time

On my community build (oneplus one running 3.0.3.9) I cannot change the time. When I disable 'Automatic update' in 'Time and Date' settings and adjust the time nothing changes and journalctl logs:
May 25 09:37:37 Sailfish timed-qt5[1698]: CRITICAL: can't set system time: Operation not permitted
It is not that I want to change the time, 'Automatic update' works fine, but I guess it should be possible if the UI provides this option.
