Note that there are two levels of "locking":
- Touchscreen and keypad lock (a.k.a tklock) -> Lockscreen is brought on top, and must be dismissed with swipe (or fingerprint) to gain access to applications.
- Device lock -> Implicitly means touchscreen and keypad lock too gets applied, but dismissing lockscreen requires entering lock code (or fingerprint).
What that top menu item does is: It activates (1) and turns display off.
Now, if "immediate locking" has been selected from device lock settings, that turning display off part activates also (2).
Alternatively, if you actually have immediate locking selected: Fingerprint authentication is active also when "plain lockscreen" (and SneakPeek/Glance/LPM view) is shown -> you can (on purpose) authenticate with fingerprint without swiping to reveal the "enter lock code" page.
So from user perspective answer may sound like this:
Lock button itself does not lock device. It turns the screen off. Whether device will locked or not after screen off depends on what is set for "Settings > Security - Device lock - Automatic lock" parametr.
settings > security - device lock
gives you options ... what you want is:
automatic locking: no delay

also, i never use that button i just swipe from the top to lock (patch), so whatever... youre the first to complain in 6 years, congrats.
