Apps from untrusted sources can be installed even if setting is disabled

I downloaded an apk from the web and was able to install it even if the untrusted app setting was disabled. Jolla 1, 3.2.0.

Maybe the option works only checking native packages, and not Android...

But then again, how does one disable APK installation via clicking a file?
