Will Jolla / Sailfish provide an IMS framework?

Will Sailfish in general or Jolla devices provide functionality related to IP Multimedia Subsystem as a framework? (Common APIs and event frameworks to develope IMS apps on top of Sailfish/Jolla devices?) http://www.3gpp.org/technologies/keywords-acronyms/109-ims

AFAIK, mobile operators are only testing IMS or using it for a very restricted service set as of today. Also, IMS support in other mobile platforms seems to rely on apps to provide their own IMS stacks/frameworks. This "feature" may help to bring Jolla / Sailfish devices into the focus of operators.
