[Bug] No vpn + developer mode after updating to 3.2.1 on J1

Hi,
since i updated my J1 to the current version i got a buggy phone. 1. it started with the update beeing weird - it gave the message: update not complete, will restart (or something like that) - but when i checked after restart the current version was shown. 2. vpn does not work anymore. I can neither add nor delete nor start a connection. 3. i can not activate developer mode - it simply tries to start the mode - and then goes on trying. So no ssh, console etc.
Anyone else having this problems? Or got an idea how to resolve it? Factory reset of course will be last in line ;) - or maybe just wait for a maybe soon to come next update. Don't know how i can "retry" or fix the failed update without developer mode.
About same happened some updates ago, also J1, in the end I reset to factory due to the developer mode not working. Updates have worked ok since.

.. and I am not quite sure it is a bug though, however we should be able to get developer mode active from the rescue image
