Selected ringtone (mp3) does not play: depends on file name

Dear all!
If you download the mp3 file https://upload.wikimedia.org/wikipedia/commons/transcoded/0/02/Anonimo_-_Bella_ciao_%28versione_solo_strumentale%29.ogg/Anonimo_-_Bella_ciao_%28versione_solo_strumentale%29.ogg.mp3 from https://commons.wikimedia.org/wiki/File:Anonimo_-_Bella_ciao_(versione_solo_strumentale).ogg to Folder Music, then you can select it in the ringtone settings. But it cannot be played.
If you rename Anonimo_-_Bella_ciao_%28versione_solo_strumentale%29.ogg.mp3 to, e.g., Bella_ciao.mp3, then it works.

You should tag that as a wiki ;-).
I would not save the file under the name "Anonimo_-_Bella_ciao_%28versione_solo_strumentale%29.ogg.mp3".
For me this is not a qualified file name and i would expect problems on every operating system.
