Introduce a configuration option to disable Android support [released]

systemd-cgtop
shows me that droid-hal-init.service is constantly eating between 1-2 % CPU cycles, thus contributing to empty my battery sooner. This service is only useful for people wanting to install Android apps on Jolla.
Please add an option within system settings that let people persistently shutdown any Android compatibility stuff, as I suppose there are quite some users that will never deploy any Android apps on Jolla.
Of course I could switch it off myself, but this option should be accessible to all users willing to switch it off. Thanks.
EDIT: Please do not suggest to teardown the process manually. This is not the intention of this request.
I read somewhere that there might be an app coming soon for this. Hopefully at jolla-store soon :)

Common configuration tasks that that require a one shot run-a-shellscript equivalent app should ideally be implemented in the base system.
