I have seen it before and now my own jolla shows it; a green bar in the status area:
It remains with all apps closed and it is still there.
Does this green bar have a meaning?

This is your online status for Google Talk, Facebook or XMPP. Green = available, orange = away, gray = offline.
You can change your status from Events view. In the pulley menu choose Set to Away or Go online, or to select the status separately for different services, Show presence details.
