Enabling Developer Mode Offline

Hi All,
I am trying to enable Developer Mode on my Jolla, but the problem is that I am in roaming network currently - so no data for me, also my WPA2-Personal doesn't work (this is one of the reasons I want to get into dev mode). Also I have a network enabled PC. So the question is - how do I enable developer mode in this setup? I thought I could download whatever is needed from PC and upload it to the phone via USB. Is there any other way of doing it? Or what should I download and where it should be placed for the trick to work?
