Revert lock-screen pulley-menu to 2013 defaults

In the recent SailfishOS updates the lock-screen pulley-menu has been set to only show Silent by default.

When SailfishOS was released the default shortcuts in the lock-screen pulley-menu was set to Settings-Phone-Camera-Silent.

If the old default settings was revered it would be easier for new users to discover how SailfishOS and it's UI concepts like the pulley-menu works as they would discover the predefined lockscreen shortcuts and corresponding settings.

Luckly you have the free choice not to change the shortcuts.

@flywheel the default is to not have any shortcuts but "silent" now, this makes new users and old users (after factory reset) ask how to get them back to the previous defaults Settings-Phone-Camera-Silent - people might need other things in their pulley but I am pretty sure that the masses go for just those 4!

@NuklearFart sure, people have different preferences - but this is about the "general user" and the defaults you have after a reset or get a new device

@Anz this question is about the defaults not the behaviour when lock-code is active, please find yourself the right question
