some one locked my phone permanently please help as soon as possible

If you know your lockcode then factory reset from recovery mode will fix the problem. Unfortunately u7 and u8 firmwares had a bug in factory reset script. You can try getting help in #sailfishos channel in @efnet, they should be able to tell how to fix the factory reset script in order to do the factory reset.
