Unable to connect to WiFi, running update8 [answered]

Having problems with connecting to WiFi, was working fine until two days back. Due to powershut down, the WiFi router switched off and phone immediately connected to Mobile network, when tried reconnecting to WiFi, it did not and it refuses to connect to any other WiFi again. The WiFi icon has an exclamation mark, I have tried using the phone as hotspot, works fine (Just to be sure from a hardware prespective) I have rebooted several times, reconfigured WLAN profile and also tired reseting WLAN using reset app, no success...Please help
just to be sure, i have this in wpa2 network at the university. although exclamation mark, the sailfish Browser works fine for me. when this works, it is related to something i dont remember correctly but shall be fixed in update 10. when it works with the browser i have the same oroblem, if not, i cant tell u more, sorry :(
