I have run into this issue several times. Most of the time when I reboot the device the app icons are in the order I set them. However, especially when I have problems with the phone, (such as settings not changing or connection issues) I reboot the phone and the app launcher icons are in a random order. The order isn't the order I installed them in, not alphabetical nor the order I had set them in.

How could I ensure the icons stay where I put them even after a reboot?

Has happend twice for me. Both times wifi had problems. Could not connect to strong signal and then phone itself restarted. After restart app icons were on wrong places.

Happened here too. Phone flashed green led for few seconds, rebooted itself and app icons were rearranged. Seems that first two rows were intact (i.e. the apps that came with the phone and were not installed by me), but the remaining rows were changed like this: - first all android apps in random order - then sailfish apps (excluding Jolla apps) in alphabetical order (with only few exceptions) - and lastly the Jolla specific apps (calendar, clock, e-mail, media etc)

Just for your information, this question is a duplicate (asked later), but has more votes.
