Smart-select the better network (prefer stronger over technology)

tldr; Slow but operable always beats Fast but inoperable.

In weak network conditions there are situations in which Jolla selects the worst network. For example:

2G with 4 Bars is better than 3G with 1 Bar.

With the 2G you have connection to internet, with 3G not. It is also impossible to receive a call in the 3G, 1 bar condition, so it would be smarter (sensible, even) to stay at 2G.

Kindly implement this as an selectable option in System > Mobile Networking

I think this is a bug rather than a feature-request, as the phone thinks it has signal (1bar 3g) but actually doesn't, and will fail if you try and make a call, and presumably fail to receive calls and messages as well.

I've noticed this in low signal areas when I've been trying to make a call. Naturally it should maintain call coverage where at all possible

the bug is that what is currently registered as 1bar 3g should be 0bar 3g, because it does not have adequate signal for basic mobile functions (calls).

Not that 4bar of 2g should be preferred over 1bar 3g, because that definitely is a feature request.

In addition this feature could switch if there are problems with mobile network (provider problems, etc.)

Example:

You stay in a stadium and have full 4G, but there are to many user in the same cell that cell internet has no connectivity, so Jolla/Sailfish negotiates a switch to 3G and tests connectivity. If there is the same problem, swith to 2G and test again. Stay at best coverage until there is no change in cell ID, or try again 1 hour later (or adjustable time).

Edit: If nothing helps for mobile network with connectivity, Jolla could run a self-healing procedure and reset its network stack.
