pinning covers/apps [duplicate]

It would be nice if covers/apps could be "pinned" (eg: settings). they would stay at the same place forever and possibly even restart when closed in order to keep being pinned at the same place. any other app/cover modifications would go around it.
Edit: as a positive side effect, this would also auto-start
somehow like apps on start-up
