Notifications on new email don't appear

I had this a couple of times so i am quite sure something fishy is going on.
I get a mail. If i open the email app on the phone (and dont get bitten by This BUG) it shows the new email but there has been no notification of a new mail.
Gmail as generic email and on wifi.
I have seen the same a couple of times. It recovers correct operation (notification are send) after a reboot. Last time I left it without reboot and it didn't notify for two days.
I get the mails via the activesync from an exchange server.
