Are there any guidelines for stuff like order of actions on the cover or in the pulley menu?

For example some applications like Tweetian or Warehouse use the left cover action for refresh while jolla mail and browser use right.

I believe this is a duplicate of this If so, please, close this question.

This question seems broader, as it includes also pulley menus. I too think that some HIG is important.
