bug here does not start services properly on first try

Still playing with location and HERE maps...
I switched from GPS to A-GPS, turned of internet and HERE did not start location services on the initial try. It seems to me that lots of 'first time' events like loading tiles the first time, starting location service the first time etc do not get initialized properly or HERE doesn't handle it properly as I do not see anything in journal.
I don't know if https://together.jolla.com/question/61097/bug-here-does-not-update-tiles-if-been-offline-at-start/ has the same cause.
