Hello I'm going to buy Jolla, but before that I would like to know if there is an infrared on Jolla phone, so I could control my TV, and other devices.

No, there's no infrared port on Jolla phone - neither input nor output.

There is no hardware to work as infrared port on Jolla. Maybe it could be done with an "Other Half" but I'm not aware of any available other half with infrared port. Anyone else?

I'd love to see this on a future version of the tablet as well. :) (I've got my own N900 IR control app that I'd love to port to Sailfish, if any IR hardware ever appears...)
