[bug] time display in email accounts synch period is inconsistent

when configuring start and end peak times for email synchronization in the accounts settings page, i notice that for general email, the time is shown in the format you set in the time and date settings while for exchange accounts it is shown in 24 hour format (ignores the time and date settings).
