Where are locale files located? And how to reconfigure them?

I want to modify a locale file for some reasons. I know there are some on /usr/share/i18n/locales/, but nothing changed after I modified the file. My Jolla UI is in English, so the locale should be en_GB. I also tried dpkg-reconfigure locales, but still no change.

So my question is:

Does Saifish OS have other locale files for date and number format?
How I can reconfigure locales? Does dpkg-reconfigure really work?

Edit: According to this mailing list “dpkg” stands for debian package and has no equivalent on rpm-based OS’s. So it seems impossible to modify an installed locale unless via update.

See localedef tool. I have never used it but it might be what you are looking for.

Edit: I peeked the glibc-common package in Jolla and it seems to be running /usr/sbin/build-locale-archive as a post install program.

Thanks! I had also tried build-locale-archive and got the following error:

build-locale-archive: cannot read archive header

This is a known issue on recent version of Fedora as well.
