looks like the network adapter on the laptop doesn't get assigned an IP address. DHCP issue perhaps? if I manually assign it an IP, and DNS server settings, tethering works fine again.
I got this working before via the following package: usb-moded-connection-sharing-android-config which I installed from terminal using pkcon.

I'll have a look why it might not work, last time I tested it on our internal development images it was fine.
One thing you can try to do is removing the symlink in /etc/ for udhcpd.conf (as we migrated the target to another location and there were some bugs at the time with that. Maybe the completely fixed version did not make that release.
No offense but that is the most retarded symlink I have seen in a while, I understood I'd be beta testing but shipping with a dead link to /tmp goes a bit far....

So when upgrading in some corner cases it sometimes did not get removed correctly (that bug got corrected but somehow did not make the release). So there is no old udhcpcd.conf file to look for as the contents vary on what is being done, or which ip range is configured for the developer mode.

It is WIP afaik - and DHCP not working properly from time to time is, at least to me, a known issue. Maybe one of the reasons it is not yet released to the GUI?!
