Having played with Sailfish on the Gemini for a little while, it occurs to me that SFOS is close to the perfect phone operating system. I presume that no phones actually ship with it, so a flash would be needed. But I also don't much follow the cellular telephone market. So what would be a good phone to get, specifically with the intention of putting Sailfish on it?

Yes of course Xperia, but be aware of many still existing bugs in hardware adaption. Have a look around here....

Fash is only 32Go, same as my former phone N900 bought 7 years before. but it seems dual sim 64Go is now supported. despit official sony support, there is warning message at start about reflash and it seems not all sensors are currently supported.

If you can get along without Andropid apps I would still vote for the Oneplus X. Since Rinigus took over the porting, the Sailfish version is always very up to date and absolutely stable. Current SFOS is 2.2.0.29 (Mouhijoki). Compared to the Xperia X (which I also own) there are following advantages:

Xperia X is the best hardware that is supported by jolla at the moment.

Thanks to the information above, I got an XperiaX and flashed Sailfish X -- and if there is a better phone/OS combination anywhere at any price, I have neither seen nor heard of it. Couldn't be happier! (Well, okay, could -- need wifi calling and a native ProtonMail app because the Android one kind of sucks.) But I love it. I have a reliable VPN running on it, and most everything set up beautifully.
If more people saw and used this combination, there would be a lot more adopters. And all of it for just about $200 including the Jolla license. Nothing would touch it at that price.

We all know that 'best' doesn't mean anything. Having said that, the answer to your question is X Compact, since the X is too big. Even though the current available port for XC is only v. 2.1.3.7, It's still better than Jolla phone, (which is just about the same size, and has official 2.2), because of hardware specs. I haven't tried yet, but there's a port of 2.2 for a Xiaomi phone called Redmi 2, (aka Hongmi), which is a nice size, and possibly better hardware-wise than the Jolla. I still doubt it matches up to XC, though.
Community port only. Version is 2.1.3.7. Function is excellent. Android works, if you can get the files, (which you can't officially - check last answer here - https://together.jolla.com/question/169496/xperia-x-microg/).

Well if you don't use Dalvik and Android apps, and can get along with mail, calendar, alarm clock then a j1 is a fine device still. Using it means you 100% have no connection to any Google infrastructure and with iptables you can lock it down totally solid. Free yourself from the great Satan!
And if there were some native way other than browser (which is problematic) of using ProtonMail, I would happily nuke Alien Dalvik and renounce Googledroid and all its pomps and works. But so far, there isn't. I have written to the ProtonMail people, begging them to compile an ARM port of the beta ProtonMail Bridge for Linux, which would likely make ProtonMail accessible from the SFOS native mail application. Haven't heard back and, sadly, don't expect a reply.

Everything is working fine for me apart from receiving attachments, it's a bit annoying but you can just log in via the browser if you want do download an attachment. Apart from that, it's fully functioning

Sony Xperia xa2 is most probably the best phone for sailfish os. Sailfish will be available to run on it in about 2 weeks when sailfish 3 is released if I was you I would wait until it comes out and buy that phone.
XA2 is worse than X in almost all compartments: weaker CPU, less free storage and no 64 GB version. Equivalent camera and I understand worse sound.

as i still use j1 (and will till it breaks)- a question about the community ports: how longbare they maintained in general? j1 is still keeping updates after a long time. are the ports playballs of the mood of maintainers? they change phone - and thats it for the old one? or is the longlife spirit also part of the ports?

Small updates like from 2.0.4 to 2.0.5 worked without maintainers via terminal with "version --dup" but not to 2.1

If you aren't somewhat familiar with adb/fastboot, I wouldn't recommend it. I am not a big fan of Sony, but the Xperia X is quite nice. Sailfish runs like a dream, and the Android app compatibility seems to work very well.
