Setting the end time to something less than the start time the same day as the start time will change the start time to one hour before the end time (or 00:00 if the end time is set to something between 00:00 and 01:00). Correspondingly, setting the start time to something after the current value of the end time will change the end time. To create an event that ends "tonight, at midnight", first set the end date right (i.e. to tomorrow's date), then set the end time to 00:00. After all, 00:00 is the beginning of a day, not the end.
It's not a bug, it's a feature.
