[request] Having Bluetooth settings permanently accessible

Hello Sailors and Jolla Dev-Team,

currently if the bluetooth interface is not active, then there is now way to give a look on its settings and change something.

I don't know for you, but i find that don't make so much sense and is not really convenient.
Normally settings like favorites or kind of connectivity has no effect if it's change while it is off or online, and could be accessible at any time. Why couldn't we change the visibility option or the favorite settings while the bluetooth interface is Offline?

I wish to have the possibility to change something while it is offline, and then to toggle it on.
That would bring the settings style something consistent comparing with the wlan one... ;-)

Edit 04.05.2020: Nothing changed in sfos 3.3, we can't change anything without activate the interface.
That's very boring to hide all bluetooth stuff in settings as long as it is deactivated.

Please have a look on this insignificant but really boring "feature".

Same goes to network settings too. You can't change preferred mode to 2G/3G/4G if you are in offline mode. Feature settings should be available even if the feature is globally off.

But how often does one need to change any settings in bluetooth?, I rarely find the need to edit/change any settings in bluetooth. Once something is paired, that's generally it.

What is there to change on any regular bases?, Visibility?, Device name?,........?

@Edz but why should we power the BL on to change any setting of it before pairing/repair or sync to the device? or maybe delete one?
I don't want that my phone sync itself automatically with an other device that don't want to use, just because i want to change a setting on one device (maybe the auto sync itself)...
