also, you may be in a state where there's no wifi/cellular connection - phone is in airplane mode and that can't be disabled.
try this in terminal:
devel-su
mv /var/cache/zypp /var/cache/zypp-old
ln -s /home/.pk-zypp-dist-upgrade-cache /var/cache/zypp
zypper dup
rm /var/cache/zypp
mv /var/cache/zypp-old /var/cache/zypp
reboot
after the restart, finish the upgrade via version:
devel-su
ssu re 3.3.0.16
version --dup

failed in many steps where it wanted to download material from network -- and as there were no network some things just did not complete...
continued anyway -- after reboot version --dup
tries to download files from e.g. store-repository.jolla.com
and those fails.
As I have USB networking I'll try to route all traffic via that. dns to 1.1.1.1, default route to 192.168.2.13 and then gateway and masquerade setup to the linux box...

Sometime ago I got the same issue, I do the following: unplug the USB cable (if plugged), then power off and on.
